Rio Conventions Joint Capacity-building Programme

Launched in 2024 by the secretariats of the three Rio Conventions—UNFCCC, CBD and UNCCD—the Joint Capacity-building Programme is designed to strengthen individual, institutional and systemic capacities for integrated action.

The Programme aims to foster synergies between climate change mitigation and adaptation, biodiversity conservation and sustainable land management.

To support this, the Programme:

  • Promotes integrated planning across sectors
  • Encourages collaborative policy development that breaks down silos
  • Supports coordinated resource mobilization for joint action
  • Elevates the role of indigenous and local knowledge in decision-making
  • Strengthens collaboration and coherence in achieving the Rio Conventions’ goals and the Sustainable Development Goals

The Joint Capacity-building Programme is a catalyst for change, equipping national institutions, policymakers and local practitioners to work more effectively and in coordination.

Objectives

Its core objectives are to:

  • Increase understanding of the interconnectedness of the UNFCCC, CBD and UNCCD
  • Enhance capacity for integrated planning and policy development
  • Improve awareness of financing strategies for synergistic projects
  • Recognize and include local and indigenous knowledge in environmental governance
  • Promote collaboration through shared learning, best practices and multi-stakeholder engagement
